Kozue is amiable with others and helpful to her loved ones. She is gentle and unyielding in her beliefs. When she gets nervous, her body and her movements tend to stiffen. However, when it comes to Princess Saturn and her fellow Saturnian comrades, she is determined to help protect them. Kozue is cooperative and values her relationships with her loved ones as she feels like people are connected regardless of their own personal feelings. She is religious as she prays to Buddha every day and reads texts on Buddhist values.

Background
She is the only daughter and youngest child of Yūichirō and Maki Sakaki. She goes to Koyo Gakuen Junior High. Her mother wanted to give her a name with a similar name to her hence she was named Kozue. Because her maternal grandparents worked as pear orchardists, her mother inherited it from them and she helped her mother with the orchard, developing a love of plants and gardening. When she was 8 years old, her mother took her to the Yokohama Museum of Art where she saw oshibana pieces and was amazed by the art. She wanted to be able to make oshibana art and her mother offered to enroll her in an oshibana class which she happily accepted. While her older brother was a talented prodigy at futsal in junior high, her friends in elementary school encouraged her to play basketball and she developed an interest in the sport. After attending Koyo Gakuen Junior High, she took the center position.

Her mother gave her a name that had a similar meaning to her name. Their first names both mean tree branches. Kozue helps her mother with the pear orchard so that sparked a love of gardening for her and inspired her to want to inherit the pear orchard when she grew older. Her mother took her to an art museum and enrolled her in oshibana classes after Kozue felt inspired by seeing oshibana art. Her father is proud of her and her older brother for being great athletes. She wishes her older brother would become more of a team player in his respective sport and was glad to find out that he developed trust in his current teammates.

In their previous lives, they met at a ball on Saturn and danced together. They talked about their interests and Prince Keirō talked about his love for books while Dermis talked about their love for gardening. Dermis developed feelings for Prince Keirō but he only thought of her as an amiable friend in the beginning. However, the more they met at balls and interacted with one another, Prince Keirō eventually reciprocated her feelings. Dermis initiated the kiss, and he returned it. In modern days, they meet at a museum and Kozue is determined to protect Riku from getting murdered by other Satellite Sailor Guardians and his fellow Solar System Celestial Knights.
